Clifton M. Collins was born in Baltimore, Maryland. Educated in the Baltimore City Public Schools and attended Morgan State University.

Enlisted in the Armed Forces in 1970, met his wife, Lula May Kennedy, and they were married in August 1971.

Discharged from the military service in November 1973.

Received an Associate of Arts Degree from Central Texas College, a Bachelor of Business Administration Degree from Mary-Hardin Baylor University, Master of Business Administration from American Intercontinental University (AIU); Doctor of Business Administration from Adams University; Master of Divinity, and Doctor of Ministry from Saint Martin's College and Seminary.

Saved at an early age. Called to the ministry in 1966. Served under Bishop Randolph Carr and Bishop Monroe R. Saunders, Sr. While serving under Bishop Saunders was trained and molded as a minister of the gospel.

Currently is the pastor of Whole Life Christian Church in Converse, Texas.

They have four children: Kimberly, Clifton, John, Julia and one grand child.
